Traffic Safety Committee Minutes 08/30/2006
Attendees:      Present: - Lieutenant Cox, Betty McGowan, Mike Hotaling, Patricia Slavick, Joe Hallenbeck, Norine Molloy and Jerry Houser who recorded the minutes.

Absent: Minnie Lee and Scott Snide



Meeting began at 7:05 PM and ended at 8:45 PM.



Minutes: The draft minutes from the June 28, 2006 meeting were approved as amended.

Updates:  Wormer Road - the signs have been installed;

                  Pauline Avenue – the “No Commercial Traffic” signage has been installed;

      VanWormer Drive – the Chairman advised that MapQuest continues to direct Northeastern Industrial Park traffic to the incorrect destination in Guilderland Center.  MapQuest was contacted and they again advised that the correction had been made but may take months for the information to reach all users.  




Unfinished Business




1) Nott Road / Grant Hill Road / Foundry Road – The traffic count has been completed for this intersection.  Counts were taken on each of the three legs. The 85th percentile as recorded were 34 MPH, 35 MPH and 34 MPH. An Albany County traffic study and recommendation in 1997-98 stated that no additional signage was advised for this location. In addition, there is no accident history. The TSC voted to take no action to the request for an additional stop sign on Foundry Road but will advise the Planning Board to consider this intersection when doing the traffic study for a new development in the immediate vicinity. 2) Christine Drive (east) at Jean Place – A petition was received (and signed by fifty-one residents of the area) that requests the stop sign on Christina Drive west at Jean Place be relocated to Christina Drive East at Jean Place and that two additional stop signs be installed on Christina Drive East making a three-way stop intersection. The petition cites increased traffic on Jean because of the new development, children and pets and the “East” intersection is a designated bus stop.

Mike presented the results of a traffic study of Jean Place taken on June 6 – 15, 2006. Traffic moving toward Ronald Place was recorded at 30 MPH in the 85th percentile; traffic moving toward the Essex Woods subdivision was recorded at 33 MPH in the 85th percentile. The next intersection to the west is Jean Place and Empire Avenue which is a four-way stop intersection.  It was unclear to the TSC why the Christina Drive intersections were signed as they are and why Jean and Empire is a four-way stop.  Prior to considering any action, Mike will investigate the history of these decisions. New Business



1) Websites – Interesting websites provided by George Korchowski of Fox Run Drive: The Institute of Traffic Engineers and the American Association of State Highway Transportation Officials. N/F/A



2) McKown Road/Woodscape Drive - This request from a resident for a yellow stripe at this intersection and for a guide rail at the same location.  Mike reported that the road is too narrow to be striped and therefore not advisable and that the Town normally does not do piecemeal striping but the entire street. With regard to the guide rail request, Mike indicated that the culvert could be extended and therefore reducing the severe drop off.  The guide rail would therefore not be needed which would have created another obstruction.  Mike will look at the rail and culvert extension options and report to the TSC. 3) Witte Road – Resident Mary Giordano requests a 4-way stop sign at Witte Road and Venezio Avenue.  Requests for this action have been denied by the TSC on two previous occasions. Patricia agreed to author an announcement regarding traffic safety for the Town Newsletter and the Town Crier and will look at the availability of the Traffic Safety Cards that were used in the past to advise residents on traffic safety issues.
