TRAFFIC SAFETY COMMITTEE
TOWN OF GUILDERLAND
Minutes for Committee Meeting on October 4, 2007
Attendees: Present: - Lieutenant Cox, Patricia Slavick, Mike Hotaling, Scott Snide, Betty McGowan, Norine Molloy and Jerry Houser who recorded the minutes.
Absent: Minnie Lee and Joe Hallenbeck
Meeting began at 7:05 PM.
1) Minutes - The minutes from the August 23, 2007 meeting were adopted as presented
2) Crosswalk on Route 146 – The Chairman read a letter dated August 30, 2007 sent to Supervisor Runion from NYS Department of Transportation (DOT) in response to the Town’s request to consider a crosswalk on Route 146 at the GRAB/community gardens location. The purpose is to provide safe passage for hikers on the hiking trails at Tawasentha Park. In its letter, DOT reported that it visited the site on several occasions and did not see a single person crossing the road. It therefore determined that a marked crosswalk was unwarranted. N/F/A
Unfinished Business
1) East Lydius Street at Lone Pine Road – Based on Mike’s presentation at the previous TSC meeting which was discussed as well as his observation that there is no stacking and that there is adequate sight distances after brush pruning, the TSC voted to take no further action at this time. N/F/A
2) Prescott Woods – This traffic calming request was discussed at the last TSC meeting and carried over for a vote. Police have done extra patrols. The road is designed to calm traffic, i.e., curbs, curved road, etc. Signage is correct. T/S/C voted to take no further action at this time. N/F/A.
3) Empire at Bostonian – Carried over from last TSC meeting for a vote. A traffic study was completed which indicates the 85th percentile is in the 24 MPH to 26 MPH range. Signage is appropriate. In addition, there is no plan at this time to build additional houses in this area which would negatively impact this intersection. The TSC voted to take no further action at this time. N/F/A
4) East Lydius at Bellview – Mike reported that the blind intersection sign was installed on East Lydius facing eastbound traffic and west of Belleview Drive. N/F/A
5) 7333 Church Road – As noted in the last TSC meeting, complainant requests additional speed limit sign and children-at-play sign. Mike stated that both ends of the street have children-at-play signs and the street is too short for another speed limit sign. The TSC voted to take no further action at this time as there is now adequate signage. N/F/A
6) Newman Road at Zorn Road and Church Road across from Newman Road – Request for a stop sign and sight distance issues. At the previous TSC meeting, Mike stated that trimming of brush at both intersections should be adequate to improve visibility. In addition, there is no need for a stop sign on Newman at Zorn. Sight distances have been improved with brush trimming on Church Road. The owner of property on Newman Road will be contacted to request trimming of brush on Newman. However, there is adequate sight distance at this time. The TSC voted to take no further action at this time. N/F/A
7) Northgate Drive – Request for Children-at-Play signs. There is currently one Children-at-Play sign installed on Northgate. The TSC agreed to authorize additional Children-at-Play signs be installed on Little John Road, Northgate at Alvina Boulevard and on Turnpike Lane. N/F/A
8) Veeder Road at Prescott Way – As noted at the last TSC meeting, a stop sign is inappropriate on Veeder as this is a through street. In addition, Mike trimmed brush to improve visibility of cars traveling on Veeder Road. The TSC voted to take no further action at this time. N/F/A
New Business
1) Penney Lane at Dibella Drive and Penny Lane at Timothy Lane – Penny Lane is a new street that intersects with both Dibella Drive and Timothy Lane. No stop signs were installed by the builder. The Chairman will contact the TDE for this project to determine if stop signs were required to be installed before dedication of the road to the town. The TSC voted to recommend to the Town Board that stop signs should be installed either by the builder if required or by the Town if not required under the traffic plan. N/F/A
2) Rosedale Way at Hawthorn Drive – This request is for a stop sign on Rosedale Way at Hawthorn. The TSC voted to deny this request since Rosedale Way is a through street and a stop sign would therefore be inconsistent with a through street. N/F/A
3) Veeder Road – This request is for horse crossing signs in each direction on Veeder Road. Mike will speak with the stable owner (stable off Aspen Heights) to obtain further information. T/B/C
