Financial Hardship Fee Waiver Policy


An essential source of income for the EMS Department is gained through billing for services, most often through the patient's insurance carrier. Although most patients have health insurance in some form, there are some who do not, and many others who are underinsured. EMS billing is a complex process that involves copayments, assessment fees, advanced life support response, basic life support transport, etc. Many times insurance companies only pay a portion of these bills, leaving an outstanding balance to the patient's responsibility. This can present a hardship for those who live on a fixed income, have financial emergencies, setbacks, or major life changes that make it difficult for them to meet their monthly obligations.

The Town of Guilderland has adopted a Financial Hardship Fee Waiver Policy to provide an appropriate waiver and payment plan for eligible patients for fees for ambulance transport and other services provided by the Department of Emergency Medical Services (EMS). Any waiver shall be based upon applying Federal Poverty Income Guidelines and the patient's documented verified income.
